Story overview

One day in December, Tokyo Governor Asakura—fresh off a successful re-election campaign—receives a chilling anonymous threat. The message accuses him of four years of arrogant and unjust rule and declares that his death sentence has already been set in motion. The warning also makes a specific promise: an explosion will take place the next day inside a newly opened Tokyo subway tunnel.

After learning about the letter through Kogoro Mouri, Conan moves quickly and manages to stop the disaster before anyone is killed. But preventing the blast is only the beginning. Whoever is behind the attack is not just reckless—they are prepared to cause a mass tragedy in order to carry out their revenge.

The case soon points toward Asakura’s past, particularly his involvement in the construction of the Kitazawa hydroelectric dam during his time as Minister of Land, Infrastructure and Transport. That project left behind people with possible grudges, and Conan begins to suspect that the bombing threat may be connected to something much older and far more personal.

Conan and the others travel to Niigata Prefecture, where the dam was built. There, the fifth anniversary ceremony commemorating the relocation of Kitazawa Village is underway, drawing large crowds and creating an atmosphere of celebration. Yet beneath that lively surface, the culprit appears to be hiding in plain sight.

Just as Conan begins looking into the people connected to the dam, a body is discovered on the snowy plain under mysterious circumstances. The death raises an immediate question: is it tied to the subway bombing attempt, or does it point to a different crime buried in the past?

An accident from eight years earlier still haunts the villagers, and the emotional scars from that tragedy have never truly disappeared. As old wounds reopen, a tangled web of relationships begins to emerge. What first looked like political intimidation grows into something much darker, with the past driving a new disaster toward the present.
